The rattlesnake symbolized that the American Revolution was like the behavior of a rattlesnake - it does not attack unless it is provoked.

Thirteen rattles symbolized realization that the thirteen colonies could make a noise that could be heard only if they were united.

Culpeper was the site of one of the first popular uprisings (1677-1679) against unfair trade taxes in the American Colonies.

Virginia had a free market for their tobacco with England but were denied a free market with their neighboring colonies in the north. The uprisings occurred because of heavy duties placed on sale of tobacco to their northern neighbors. This was a condition that is no different than arrangement in the currently approved NAFTA agreement.
